Land Bank Staff
Land Steward, Eliza Habegger joined the Land Bank in 2003, following seven years with The Nature Conservancy of Washington as a botanist and land steward. Her responsibilities include biological assessment and monitoring, ecological restoration, and farm lease design on Land Bank properties, as well as stewardship policy and planning. Three generations of family on Waldron Island root her firmly in the San Juans. Eliza holds a B.A. in biology/botany from Cornell University. She lives with her husband and son on San Juan Island, where in her spare time she tends an ever-expanding garden and orchard, and dabbles in art, music, and cooking. Email: eliza@rockisland.com San Juan Preserve Steward, Doug McCutchen joined the Land Bank staff in 2004. Doug moved to San Juan Island in 1998 to work as a San Juan County Park Manager. He has worked as a finish carpenter for a local contractor and curator of facilities and technology with The Whale Museum. He has a B.A. in Recreation from Western Washington University. Doug has coached the Friday Harbor High School's girl's soccer program since 2001. He enjoys boating, sailing, windsurfing, hiking, telemark skiing, woodworking, and playing acoustic guitar. Orcas Preserve Steward, Ruthie Dougherty joined the Land Bank as a staff member in 2007 after being a consultant to the Land Bank for many years. She brings 25 years of stewardship experience in the islands, having worked in land conservation, resource protection, and environmental education with Anacortes Community Forestlands, Washington State Parks, The Nature Conservancy, and The San Juan Preservation Trust. Her primary responsibility will be managing the Land Bank preserves on Orcas Island including Turtleback Mountain Preserve, Crescent Beach Preserve, Eastsound Waterfront Park and Deer Harbor Park. Ruthie holds a B.S. in Environmental Science from Western Washington University Huxley College of Environmental Studies. Growing up on Guemes Island in Skagit County, she was deeply influenced by the beauty and character of the islands and its eclectic community of farmers, fisherman, loggers and “free spirits.” These people’s fierce attachments to the land and the islands’ way of life instilled in her a love of the region and commitment to maintaining its special sense of place. Ruthie lives on a small farm near Olga on Orcas Island with her husband, daughter, and barnyard menagerie. Email:rdougherty@rockisland.com Lopez Preserve Steward, Tim Clark joined the Land Bank staff in 2008. Tim started work in the San Juans during college. He has spent time as a firefighter, a caretaker for a private estate, a carpenter, and a field surveyor. He has been involved in agricultural resource management as a farmer and more recently working for farmland preservation for the county Agricultural Resources Committee. He holds a B.S. in soils from the University of Washington. When possible, Tim climbs and hikes in the mountains, or fiddles with his alternative energy system. Email: timc@rockisland.com Operations Coordinator, Judy Cumming joined the Land Bank in 2007. Judy moved to San Juan Island in 1976 with her husband and daughter seeking a place where they could garden, fish for salmon, and ride horses respectively. Judy was the financial manager for a non-profit corporation who contracted with San Juan County for 8 years. She then worked as a public accountant in a local CPA firm for over 12 years before starting her own business in 2001 as an accounting consultant. Department Assistant, Diane Kinnaman joined the Land Bank staff in 2007. Raised on San Juan Island, she returned in 2006 with her children after spending much of her fifteen-year administrative career—most recently in Park City, UT—working for the U.S. Ski and Snowboard Association, the National Governing Body for the Olympic Teams and Park City Municipal Corporation.
